I looked on WIKI but couldn't find anything about it so..

1. Does Wintersday have Collectors? If so what do we need to collect?
2. When is Wintersday Exactly? Im guessing its on or 1-2 days before Xmas?

Yes, there are collectors.

The event began on Dec. 20 and was slated to end Jan. 2, but ANet extended it for another week.
